Mandate

Charitable Mission

All program elements are structured to serve a defined charitable purpose. No private benefit. No equity extraction.

Rebuilding Housing Stock

Uplifters directly replaces homes lost in the wildfire with new, resilient single-family homes designed for long-term ownership.

The program operates at a scale that individual homeowners and conventional developers have not pursued — approximately 60 homes across 14 streets. This scale creates visible rebuilding momentum and establishes a repeatable model.

  • ~60 new single-family homes delivered
  • Built on fire-damaged parcels that would otherwise remain vacant
  • Designed to California wildfire standards
  • Insurable and financeable by buyers
  • Attainable pricing through nonprofit structure

Reducing Government Burden

Uplifters performs rebuilding activities that would otherwise fall to public agencies, government programs, and individual homeowners operating without coordination.

By providing organized, capital-backed execution, the Foundation reduces the administrative, financial, and logistical load on government recovery programs.

  • Reduces reliance on public housing resources
  • Performs coordinated rebuilding without government expenditure
  • Accelerates repopulation — reducing ongoing displacement costs
  • Provides structured outcomes government agencies cannot deliver alone

Restoring Community Stability

Displacement is not only a housing problem. Long-term displacement erodes community fabric, reduces tax base, and disrupts schools, businesses, and civic institutions.

By accelerating the return of residents, Uplifters directly supports the restoration of Pacific Palisades as a functioning community.

  • Returns families to the neighborhood they chose
  • Creates visible, multi-block rebuilding momentum
  • Concentrated geography maximizes neighborhood impact
  • Purchase assistance reduces speculation and ensures owner-occupancy

Reinvesting Residual Proceeds

After repayment of all bond obligations, any remaining program proceeds are allocated to charitable purposes — not to investors or founders.

This structure ensures that the entire capital cycle serves the community.

Charitable Purpose

The Foundation operates as a California nonprofit public benefit corporation and 501(c)(3) organization. All program activities are structured to further its charitable mandate — reducing displacement, restoring community stability, and lessening the burden on government.

The tax-exempt bond financing structure requires that all program elements serve a qualified charitable purpose. No private benefit accrues to any individual or investor. All capital is returned through programmatic home sales, and any surplus is reinvested in the community.
